It's a tremendously progressive policy, particularly considering this is happening at a federal level. A lot of national governments could learn a lot from this.

Vancouver does that right now. Considering the China/Japan connection there, maybe that's where China got the idea. But amazing that China of all places would get on the ball with this. Positive vibes.

Very much so, yes. Needle exchange and education about condom use, in a society that still considers such things pretty taboo. Impressive.
