yup - gimp is probably the best.
not quite as advanced as photoshop, but its getting there.
and theres a plugin callep gimpshop, to give it a photoshop look and feel...

Adding another rec for The Gimp. It's what I've been using, and I've found that it does almost everything that PhotoShop can do.

another vote for gimp or photofiltre, depending on how much manipulation you want to do. my two pet peeves about gimp, having used it for quite some time before obtaining a, uh, *copy* of photoshop: gimp is much less intuitive than photoshop which means it takes a while to figure things out (and photoshop experts have no idea what you're doing or why!). also, it uses multiple windows for menus and images, which gets tiresome really quickly.

if you're just cleaning up photos to print them, photofiltre is much easier to use. if you have to do more complicated manipulations, use gimp.
